Draft Guidance to Planning Consents for the Aberdeen Multis Public Consultation

Overview

Eight multi-storey blocks of flats in Aberdeen were designated as Category A listed buildings by Historic Environment Scotland (HES) on 18 January 2021. These concrete buildings were constructed as part of the city’s post-Second World War housing programme and are considered by HES to be of significant architectural interest and outstanding examples of Brutalist architectural style in multi-storey housing.

The eight blocks are: 

•  1-75 Gilcomstoun Land;  
• 1-72 Porthill Court; 
• 1-126 Seamount Court, shop units at 152-158 (even numbers) Gallowgate, including multi-storey car park to West North Street, Gallowgate; 
• 1-48 Virginia Court; 
• 1-108 Marischal Court; 
• 1-126 Thistle Court; 
• 1-140 Hutcheon Court; and, 
• 1-144 Greig Court. 

Why your views matter

Aberdeen City Council’s Planning Service have  prepared a draft local guidance document  to answer some common questions that homeowners and other stakeholders may have regarding the need for Listed Building Consent and/or Planning Permission for works to these multi-storey buildings. A ‘traffic light’ system has been used to show how proposed works to these listed buildings will be categorised (Green, Amber, Red). We hope this easy-to-use format will be useful for homeowners and other stakeholders and will ensure a consistent approach to decision making across affected blocks.

The draft guidance document was approved for public consultation at the Planning Development Management Committee on 18 March 2021. The public consultation will run from 3 May 2021 to 14 June 2021. 

The public consultation on this draft document provides the opportunity for homeowners and other stakeholders to comment on the draft guidance. Please note that this consultation is not on the principle of whether or not these buildings should be listed buildings, as this is a decision that has already been made by Historic Environment Scotland.   

As a result of COVID-19 restrictions, the public consultation will be an online consultation only, with all correspondence, communication, and publicity (including public inspection of documents) being by electronic means.

What happens next

At the end of the consultation, all representations will be summarised and reported back to a future meeting of Planning Development Management Committee.
